YES!
If you first press the SHIFT KEY, and then (while continuing to hold down the SHIFT KEY) drag the site icon to any folder (including to the desktop), the shortcut that is produced will have a .URL [internet shortcut] extension, rather than a .WEBSITE [pinned website] extension.
This is how it works on IE9 Release Candidate. This may also have worked this way on the IE9 Beta, but I did not try the Beta.
