Technically, no. The Purchaser's signature is like the signature on the front of a personal or commercial check. Some money orders do not have a place for the Purchaser's signature, but at least a place for the purchaser's name and/or address. If the money order were cashed or deposited by an individual, the originating bank may reject the money order stating that there was no official authorization for issue. In other words, they could argue that some shady employee could have cut the money order on the sly for their own personal gain. Therefore, the funds would be bounced and the depositor or person cashing the money order would incur a fee.
A money order is deposited just like a check would be. Make sure your signature is the same as the check is written out to.
yes, there should be a way to trace money orders without reference numbers. Since the person to whom you addressed the money order has to cash the money order whether through a bank or check cashing. Once the money order has been cashed, the money order is returned to the facility where you purchased it as cashed. The company can then find the cashed money order according to the name of which you addressed on the money order, hopefully it is filled under the persons name to whom it was addressed and not just the reference number.

Nothing unless you have a court order that says it is your money.
Unless you have a written or typed document with her signature on as well as your signature regarding the loan then you take the risk of losing your money. If you are chasing her around to get the money then she gave you a cheap shot to have you charged for stalking. It would be wise of you to forget the loan and her and just move forward in your life. A lesson learned ... never loan money without at least a promissory note by the person who is loaning the money and your signature as well as the loaner.

None unless there is a court order.
In order for a state bill to become a law the governor must sign it. Without his signature the bill dies. At that point the legislature has to come up with enough votes to pass the bill into law without the governor's signature or just let it go.
A money order has certain information that needs to be filled out. The money order has a square shape like a check, but there are areas that require filling out, such as signature of the person sending the money order called a purchaser, the name of the person or company that it is being sent to or payee, and the address of the person sending it. The amount of the money order will also be on it.
