The Post Office doesn't like doing it, as there is always a risk of fraud.
You can continue to use any stamp you have, as long as the total adds up to the correct rate for what you are mailing. Buy some smaller denomination stamps and make some colorful envelopes!

∙ 9y agoThe US Post Office is not set up to do so. You can find dealers or collectors that might be willing to trade things out. And you might find a sympathetic clerk that isn't busy that can help.
