Yes, you'll be able to catch both Ho-Oh and Lugia in both Pokémon HeartGold and SoulSilver but you'll catch Ho-Oh earlier in HeartGold than you will Lugia in HeartGold and in SoulSilver, it'll be the exact opposite, you'll be able to catch Lugia first instead of Ho-Oh.
You'll get the master ball from someone but dont use it on lugia or ho-oh (use it on a wondering pokemon). To catch ho-ho have a pokemon that knows YAWN and a move that paralizes, get the Hp down as low as possible, paralize then YAWN after that keep thowing ultra balls, but you cant paralize or YAWN if it has safeguard on. Lugia is the same but it doesnt have safeguard. To get to lugia you need the silver wing and the rainbow wing for ho-oh. ps. I have soul silver so it might be a little different. pps. Save it before you challenge them incase you stuff up. XD hope it helped
