In order to catch Lugia, you must of defeat all 8 gym leaders in the Kanto region. That's right, Kanto. When you do, go to Pewter city, & there will ba an old man that will give you the Silver wing, once you have it, go back to the Johto region, & go to Cianwood city. You must have the Pokemon that know the moves: Surf, Whirlpool, Flash, & possibly waterfall. Lugia is in the lower right island, though be prepared, Lugia is Flying/Water type, knows the moves: Aeroblast, Punishment, Ancient Power, & safeguard, he is also at level 70. (HeartGold)level 70Lugia can be found in whirl islands only if you have the silver wing.
Lugia! Lugia's water type moves are super effective to ho-oh! Unfortunately, for some reason, Lugia isn't a water type!!! So ho-ohs fire type won't be not very effective, but Lugia's water moves will still be super effective if you use water moves
In Pokémon Diamond and Pearl, Kricketot will not learn any moves, it will have Growl and Bide as its only moves upon its capture however in Pokémon Platinum, Pokémon HeartGold and SoulSilver, while it will still keep Growl and Bide as its moves upon capture, it will now learn Bug Bite as its only level-up move. Move Tutors in Platinum, HeartGold and SoulSilver can teach it moves such as Uproar, Endeavor, Snore, String Shot and Mud-slap.
once the battle starts use electric or ice type moves to get lugias hp down to a mangaeable amount.grass or [physic type moves do half damage so use them to further weaken lugia for capture since your in a cave the ultra ball should work nicely

I would say you should get SoulSilver. Because in SoulSilver, you could get Lvl. 50 Groudon (HeartGold Lvl. 50 Kyogre) Ho-oh Lvl. 70 (HeartGold Lvl. 70 Lugia) and a Lvl. 35 Latios (HeartGold Lvl. 35 Latias). This is just my opinion. I'd like to catch Lugia early and have it learn some good TM's like Areoblast and Ancient Power. With my Ho-oh, I'd like to already have it know like Sacred Fire and all those beast moves. With Latios, I just think that Latios is better considering it's moves. And With Groudon, Groudon is a Ground Type, not Fire, so they would be called equals.
I recommend Soul Silver because Lugia is Psychic and flying and can use water moves to destroy ho-oh and I like Lugia Better. While Lugia DOES have the type advantage, if you get Heart Gold, you get Lugia later on anyway, AND it's a level 70 instead of level 40.
You can't without hacking, unless you have HeartGold and SoulSilver. Why, one word, HM Moves, Rayquaza can't migrate, you need to get Rayquaza on the Nintendo DS. (This requires HeartGold and SoulSilver. You need both, you'll see why...)

If you have Soulsilver, you need a Pokemon that knows the following moves: Flash Surf Whirlpool Sweet Scent Go to where you caught Lugia and then use sweet scent. If you're really lucky, Arceus will come.

In Pokémon Ruby and Pokémon Sapphire, the moves Rayquaza will know upon your capture of it are Rest, ExtremeSpeed, Fly and in Pokémon Emerald, Rayquaza will know moves such as Fly, Rest, Outrage and ExtremeSpeed and in Pokémon HeartGold and SoulSilver it will know moves such as Outrage and Rest.
In heartgold/soulsilver you can't because the guard never moves or for older versions i am not sure of.

You battle all the Kimono Girls to prove your worthiness and journey to Tin Tower - on the roof of the ancient building in the top right corner of the city. Use a masterball on it or hit it with some low-power moves first. Lugia is available when you obtain the Silver Feather and talk the this old man in a cave. There is a path zigzagging downwards and you come to the entrance to Lugi, where Lugia is above a waterfall.
