once the battle starts use electric or ice type moves to get lugias hp down to a mangaeable amount.grass or [physic type moves do half damage so use them to further weaken lugia for capture since your in a cave the ultra ball should work nicely

∙ 13y agoLower Lugia's health as low as it can go. Paralyze, freeze, or make Lugia go to sleep, also. Then throw your Ultra Balls until you catch it.
