Of course you can. You kind of have to, actually. Kyogre is only available through plotline events prior to the Elite 4. If you're in Emerald, then you can only access him either before or after depending on your range of events.

∙ 12y agoYes, it only works for Ruby though. In Pokemon Sapphire, you cannot get Groudon; therefore you must trade. In Emerald you'll have to beat the Elite Four and go find it.
