yes it is possible, some people say you can only get it through an event or cheat device but there is a simple legitimate way.
1. migrate regice, registeel and regirock from ruby/sapphire/emerald OR trade for them using the gts and wifi.
2. put all three Pokemon in your party in alphabetical order BUT do not put them first in your party unless they are level 70+
3. go to the temple in snowpoint city, after the Pokemon league you should be granted access to this place (it might even be after the snowpoint gym, i cant remember :|)
4. get to the bottom floor and it will be standing in the middle (its about 20x the size of you so you shouldn't miss it) apparently sleeping, walk up to it and talk to it.
5. REGIGIGAS IS AWAKE :O it is lvl 70 so be prepared, take master balls or strong pkmn with a few timer balls and/or ultra/dusk balls. it is a normal type so fighting moves will be super effective against it.
