That depends on the technology used, and the options used for recording.
If the CD is marked as CD-RW (i.e., re-writable), that means you can erase the contents and record again.
If the CD is marked as CD-R, any individual part can be written only once. However, when recording on the CD there is an option to "keep a session open", which lets you ADD additional contents to the CD (if there is still space), but not change anything you already recorded.
The main reason why the CD-R are still used sometimes is because they are several times cheaper than the CD-RW variety.
