Yes. After you beat the game with Chris, you unlock the ability to play as Sheva.
Also, once you beat the game you unlock mercenaries mode, where you basically just kill as many Majini as you can within the timer, and you can play as Sheva, Chris, Jill, and Wesker in their, you just have to unlock them.
