No...it comes as an assembly. Go to ebay, type in 2002 cavalier tail light.You can see one there. The difference is the reflection pattern when you push the brake.

You just have to pull back the trim in the trunk to access the fasteners for the taillight assembly. Once you remove the taillight assembly just replace the bulb.
Assuming you just need to change a lamp, open the trunk and peel away the trunk liner behind the taillight.....twist out the lampholder and there you are. undoo the 2 10 mm bolts on the inside of the tailgate that hold the taillight in place, then there are only 2 plastic pins holding it in place. just pull firmly on the taillight assy. and check your bulbs.
Just replace the whole wheel cylinder. It's just as cheap and easier than rebuilding them.
