No,it is not possible to change platelegs into plateskirts unless you trade with another player.

There is no general armour shop; rather, there is a specific shop for platelegs/plateskirts, another for platebodies, etc. You can find each of those on the world map. However, if you want a complete set (e.g. a black set, or a rune set), it is easiest, and usually fastest, to buy either the individual pieces or the set at the Grand Exchange.
Bandos tassets, Dragon Platelegs, or Veracs skirt
Probably Platelegs, but I'm not 100% sure.
No, treasure trials have a 2 buy limit every four hours on the Grand Exchange. Flip items that have a higher buy limit on the Grand Exchange like runes, d'hide and items people will be in demand of. Guthix plateskirts won't sell as well as platelegs, platelegs generally sell higher and faster than skirts.
Guthix legs, they have better defence in everything but ranged.
world 2 is the best world to buy everythings
You are able to get dragon platelegs in 2007 runescape, but a platebody does not exist in that version because it had not been released yet. The dragon chainbody is obtainable though.
The easiest way to get it is to buy it from the Grand Exchange. There is also a plateleg shop from which you can buy it, but it's actually more expensive there. Yet another way to get adamant platelegs is to smith them yourself, from adamant bars - but this, too, is more expensive (due to the price of the bars) than actually buying the platelegs on the Grand Exchange.
i sold my rune platelegs at the grand exchange, however i think they only sell at the lowest price even ten it took 24 hours to sell i havnt tried how long it takes at market price but recommend selling it at te lowest price as it is faster hope i helped my runescape account is called jack patmore combat lvl 76
I suggest getting your woodcutting lvl to 60 and cut yews, or get your mining lvl to 40 and mine gold.
Mithril full helm, platebody, platelegs, 2h sword, boots, gauntlets, and a cape.
