Yes you can! To do it, you need to download a program called Oceanis.
After you download it, install the program. Then you will have to restart your computer. When you open the program, it will ask you to browse for a folder with pictures. Select a folder and then choose the pictures that you want to have on your desktop.
If you choose more than one picture, your computer will play the pictures as a slide show on your desktop. However if you only choose 1 picture, your computer will only show that 1 picture. I personally like having only one picture because it saves battery life and doesn't slow down you computer. This program also has no Viruses, Trojans, or Spyware!
Windows 7 Starter only come with one desktop background, and no personalizing settings to allow you to change it. If you still want to change it you will have to use a third "Theme" party software supporting Starter. This is not advised. Starter is limited for a reason.

If you have the same laptop I have, it came with Windows 7 STARTER (this is important!) If you have Starter, you can't change the background. Ever. This seriously annoys me, but there is no way to change it. If you have xp or Windows 7 (NOT STARTER) usually there is the Control Panel, and then Appearance and Themes. Then select Desktop and change the picture. (If this is what you have!)

You are probably using a software to colorize or change windows themes. If you uninstall it and set the Theme (from Display Properies dialog) back to Windows XP. this will probably fix it
