Piercing the fuel filter with a screw driver relieves the pressure allowing you to remove the filter without braking the clips.
If you can blow through the filter with no constrictions it's fine.
Fuel pump and "sock" type filter would be in tank you shouldn't have to clean or replace the sock filter unless you need to access the fuel pump to change it. The fuel filter should be on the drivers side approx under the door, you will see fuel lines connected to it. Make sure to research relieving the fuel pressure before changing this part... looks like a small can.
