How to change tension pulley on a 93 dodge dynasty?

I HAD TO REPLACE MY SERPENTINE BELT BUT ENDED UP HAVING A MECHANIC DO IT FOR ME AND AT THE SAME TIME HE SAID THAT IT TOOK A SPECIAL TOOL TO REMOVE THE TENSION PULLY.
