As of right now (July 26, 2011) you can NOT change your appearance in Final Fantasy XIV. Reading up on different websites I have seen and heard that SE has told us they will be implementing it into the game, but have done nothing so far. I hope they do it soon because I have a high character and am looking to change his hair style/color!

Yes, you can use one of the Barber shops located in the main cities (i.e Stormwind, Orgrimmar or Booty Bay) to change your hairstyle, hair colour, beard style, and skin color, however to change any other features you must use the Paid service offered by Blizzard.
