when you go in to your ds find the picture of a ds click it then go to the clock not the alarm and change it

No, it has to be plugged in to charge. But I've found if you close it while playing a DS game (only DS games), when you close it, it doesn't lose any power, but it certainly doesn't charge itself while closed.
