Also in The Bible, someone asked God to 'open another man's eyes' and the man saw fleets of angels all around him, as if they had been there all along. Angels can be everywhere, i dont know why you are asking how to talk to an angel in particular, but you never know when you are talking to one already. Angels are messengers, angel means 'sent one'. Sometimes God sends people to do his work through the earth by talking to them, but God may send an angel without you knowing it. :)
