To connect to WFC you must have Internet Access in your house. Then go to the Options and the Internet option and set up your connection. If you can't connect by searching for an Access Point you have to buy the USB Connector and connect from there.

The charger is not USB and can not connect to the internet but the Nintendo wi-fi USB connector can plug into a computer to create a wi-fi network that only a DS or Wii can connect to. This won't let you view webpages on your DS unless you buy the DS browser (the DSi and 3DS have the browser built in) though.
Either connect it through wireless internet (they explain it pretty well in the games/manuals) or buy the DS wifi connector that plugs into your USB(?) slot.
