By definition technology is the application of scientific knowledge and research to practical tasks, the tools created for performing those tasks and the training in the control of those tools.
To qualify as technology by this definitionwitchcraft would have to be explainable by scientific methods, applicable to practical everyday tasks,useable by anyone with sufficient training and knowledge and under direct,real-time control of the practitioner. It is not clear that witchcraft fits any of these criteria so it is not a technology.
In addition the definition of miracle supposes some form of divine intervention or extremely improbable happenstance which would therefore fail the tests of practicality and control. The use of phrases such as 'miracle of technology' is marketing hype because the two words are mutually exclusive.
