Answer for USA, Canada and countries running a 60 Hz supply service.
To answer the first part of the question. No you can not convert 120 volts single phase into 208 volts 3 phase. In fact it is the other way around, the 120 volts is the line to ground (neutral) of a three phase 208 volt system.
The second part of the question is dependant on there being a three phase 208 volt system already installed. To obtain 40 amps per phase would require a three pole breaker to be installed in a 120/208 three phase distribution panel.
The distribution panel would most likely be in the 100 to 200 amp capacity range. This kind of installation would definitely have to be installed by an electrical contractor as inspections and permits would have to be taken out for the project.
As always, if you are in doubt about what to do, the best advice anyone should give you is to call a licensed electrician to advise what work is needed.
Before you do any work yourself,
on electrical circuits, equipment or appliances,
always use a test meter to ensure the circuit is, in fact, de-energized.
IF YOU ARE NOT ALREADY SURE YOU CAN DO THIS JOB
SAFELY AND COMPETENTLY
REFER THIS WORK TO QUALIFIED PROFESSIONALS.
If you are talking about a breaker in a house panel then a 15 amp breaker would be used. It is the smallest amperage breaker that you will find in a house panel.
It would be best to call a qualified electrician to install the wiring.
If you have some coils of wire and a house that needs rewiring, an electrician is needed to complete the job. He/she would also know if the wire you have is the correct wire to use in the rewiring.
When you get an electrical power generator, you should have a certified electrician come into the house to hook it up. You need to know that everything will be done correctly. You need to know that the work will promote safety and dependability. This is something that a true professional in the field will be able to provide. When you hire someone to do the work, you can be sure that you will get what you want.
That depends entirely on your location, the time required and the materials needed. This is not an answerable question
the electrician helped wire up the house.

Purchasing a generator in case of a power outage is a great idea. You never know when the power will go out, and whole house generators can restore needed power quickly. Generators come in various sizes, and range from small to large. Decide if you want a generator that can provide the essentials or something larger. A whole house generator should be installed by a licensed electrician to ensure the generator is installed correctly.
hire an electrician
That depends on the house. You will want your cable company or an electrician to come out and let you know where they are.
Bruno stairlift can be installed in the house by yourself, but it is risky. You should get it installed professionally by sending a request on the Bruno website.
You should buy a new generator. Generators are not overly expensive, but could cost a fortune, trying to fix an old, broken generator. It is much cheaper in most cases to buy a new one.
It is not necessary to have an electrician do the electrical work in a house, but it is highly advised. Electricians have the equipment and knowledge necessary to ensure that there is little to no chance of electrical fires, sparks, shorts, or problems.
