As long as it has remained frozen, then yes, it is probably safe to eat. The problem will be if the meat has dried out in the freezer, which can happen if it is not sealed to retain moisture.
Depending on what it is, you might cook it slowly in a stew or soup; in small stewed pieces, you won't much notice the fact that the meat was dry.
If the freezer burn was the result of poor packaging rather than extreme age, you might try cutting off the dried out spots. The freezer burned portion almost always has an off-flavor so you wouldn't want to add that to your recipe. Those spots tend to be rather papery and can come off somewhat easily.
Realize, though, that even the unburned portion meat may have turned rancid or picked up other flavors, so it might not be edible anymore.
That frostbite is what is commonly referred to as 'freezer burn'. That happens when something is in the freezer too long and/or it has not been properly packaged for freezing. You could eat it though it might have an off or rancid flavor.
Well let me say this anyone can eat anything but you could probably get sick from eating frost bitten meat.^_^
You can but it will take away the taste of the meat and may cause you to get sick.
You can cook a frostbitten hamburger, or use it in another dish, but it will never taste quite right. Most of us end up tossing meat that has been frostbitten since it has probably been in the freezer too long.
Frostbitten is an adjective to describe injured by freezing or partial freezing; "frostbitten fingers"; "frostbitten grapes, unsalable as fresh fruit". There is no synonym for the word frostbitten.
