You could make one, but the bigger question would be, would you get legal action taken up against you for it? You'd need the permission of the owners of the Dungeons and Dragons game in order to make a website for playing the game. They actually already have their own website, http://www.wizards.com , and have all the material players need there. Though, in answer to your question, you could make a chat site where text based role play, much like Dungeons and Dragons, though, you'd need Wizards Of The Coast's permission to actually create a site with all the systems and sheets and such spun into it.There are already many sites that allow this, so you don't really need to make your own. Meetup has groups in many areas, and you could see what software or website they use. There are also more generic sites like RPOL that allow play in any of the d20 premade or homebrew systems, and places to post a game or join a game if you don't already have a party.
