No, you can't personally. There are some breeds, such as Dobermans who have their tails shortened by the vet. I have also heard it affects the dogs behavior. You should consult your Vetrinarian.
Otherwise, leave your dog alone.

Puppies CAN feel having their tails cut off no matter how young they are!
It IS very painful and mean! Dogs use their tail to communicate to each other!
