You should still be able to - in Txt messages provided you have that service enabled by your carrier. Most carriers today differentiate between internet service and the different types of text messaging features, so it is possible to NOT have the more expensive internet data plans and yet still send and receive pictures via txt messaging.
While you're at it, try using ChaCha. TXT any question you have to 242242 and within minutes someone at chacha will look it up on the internet and answer you back. It's a great way to have the power of the internet without having to pay for internet service on you handset.

No it does not. All it needs is a voice network connection so that you can set up your palm profile and send and receive phone calls. For everything else you would need a internet connection.
