To my knowledge, using any emulator to play a video game on the computer is illegal. Though to answer your question for real, no, Project64 will only play Nintendo 64 ROMs, and Twilight Princess was released only for Gamecube and Wii.
...Isn't Project 64 an N64 emulator? Because, in that case, you wouldn't be able to play Paper Mario: The Thousand Year Door on it because it's a Gamecube game.
