If you are asking will the car run with out it? The answer is yes. Will it run well is another question. Also depending on the state it could also be illegal. Some issues is that the designers have accounted for the converter being there and know it has back pressure and flow issues they take into account. So removing it can cause issues you would also need to deal with to get things running good again.
