Because a 14 year old is not mature enough to drive safely, cautiously and responsibly, even though they think they are. Many teens, especially the younger teens, tend to think the "bad things" only happen to other people. They quite often have the "bullet proof" mentality, thinking nothing bad will happen to them, even (or especially) the ones who think they are mature for their age.
Driving is a huge responsiblity, and every time you get behind the wheel you are literally putting your life, as well as the life of everyone else on the road, in your hands. And that is a sobering thought, or at least it should be. When you are riding along the highway and see all of those memorials along the way (crosses, flowers, etc.), they are there for a reason. That is where someone (or several people) were killed in a car accident.
So when you do get your drivers license, I pray you will realize just how serious driving is, and drive accordingly.
No. The legal driving age in the US is 17+18 while in some other states, such as California, it's 16. You need to pass a driving exam and test to be able to have a license.
It's just like a car. Permit and license required.'

No you should be 16 years to drive a moped in the U.S.A. It ranges from 14 to 16 depending on what state you live in.

By car: 14-18 hours. Depends which way you go.
In most US states, you can drive on private property (with permission of course) without a license at any age. In many states, they have a "farm license" that will allow someone as young as 14 to drive a farm vehicle (can include a pickup truck) on the road legally, but with restrictions.
It is not possible for a 14 year old to drive a 50cc Scooter anywhere in the US. This is because it is considered as a motorized vehicle and the minimum age is set at 16 years.
