Filter the traffic by going cautiously between the lanes of stationary traffic. Most traffic will hold position and let you through but beware of the frustrated and the lane changers and people getting out to see how far away the hold-up is.

No moped type vehicle would be legal to drive on a freeway. The minimum speed on freeways is 45 mph. Moped type vehicles will not run that fast. A much better and safer alternative is a motorcycle like the Honda Rebel. It is a 250 cc motorcycle that will get over 50 mpg and is large enough to be safely driven on a freeway. It is a much safer vehicle than a moped with it's small wheels. Go to any motorcycle dealer and look at what they have.

The answer is a definite "NO." I know individuals often ride the shoulder when traffic is heavy, but it really is not safe and if caught the fine may not be small, in addition to being given points. There isn't a minimum speed per se, but if you are impeding traffic you can be ticketed. It isn't safe to drive slow on the freeway, other cars may not judge your speed correctly, it's more difficult to merge, and it makes other drivers very upset, which makes them more dangerous and aggressive. So if you can't drive the speed limit on the freeway, stay on surface streets or take the bus.
