No ! It has to be registered as passenger, and have windows in rear doors and on side plus it MUST HAVE a permanent provision for a seat in the back, including seat belts. Seat does not have to be actually in the van, but provisions ( seat bracket and belts anchors ) must be permanent.

We drive on a parkway and park on a driveway because a parkway is defined a "a broad landscaped thoroughfare" and a driveway is defined as "a private road giving access from a public way to a building on abutting grounds."
You certainly can. There is no restriction on driving interstate in Australia on learners' plates, as long as there is a responsible adult with a current, valid licence in the passenger's seat.
