In Texas, in order to get your license without having to get your permit you have to be 18 years or older! Any younger than 18 years has to have a permit for 6 months prior to getting a license!

It depends entirely on the circumstances. Penalties could range from nothing to having your permit time extended for several years, or having your permit rescinded. If you were at fault, you can depend on having your insurance go up.
11 is considered too young to work. In most states you have to be at least 14 to get a work permit. Younger are allowed to work in family businesses, but not in hazardous positions. So your best bet is to do odd jobs for family and neighbors.

Under the age of 17, you may ONLY carry members of your immediate family (siblings, parents) unless accompanied by a licensed driver 21 or older. No other passengers.
