You can start drivers education at the age of 14 and 8 months, get your learners permit at 15, once you've held the permit for 3 months without any accidents, you can start segment two of drivers ed. Then, after holding your permit for a total of 6 months, you can take your drivers test (you must be sixteen), and if you pass, you will receive your drivers license. There are some rules (curfew etc.) that apply until you are 18, but you can legally drive by yourself.
That depends on your age and the state you live in. In some states drivers under the age of 18 are not allowed to have more than 2 passengers in the car with them that are under 18.

It depends on the state. For example, in Kentucky, you can drive with an out-of-state learner's permit only if you are 16 or older. Any learner's permit distributed to someone under the age of 16 is void.
To drive on your own out of your home state is going to require a full licence. A hardship licence is granted by the state in instances where the person doesn't meet the requirements for an unrestricted licence (i.e., they'll be under 18, or they have a suspended licence but need to be able to get to work, medical necessity, etc). It is only applicable within your state of residence.
