Not unless you are accompanied in the front seat by a fully lecensed driver.
As long as you are conforming to the limitations and restrctions of your NY learner's permit, you can legally drive in any state.
No. Pennsylvania is one of the states which does not permit the operation of a motor vehicle in their state by someone in possession of an out-of-state learner's permit, Jr. Licence, etc.

Yes, CDL permits - which are federally regulated - are recognized throughout. They are not like learner's permits for a regular passenger car license, where regulation is up to each state. Pennsylvania doesn't recognize out-of-state learner's permits except for CDL permits.
yes your permit works around the united states
Your state issued you a drivers licence, all other states will honor that license regardless of what their state law is. So IF you have a valid Operators license in NY you can drive anywhere with anyone you want. You can also be ticketed, fined & jailed for any other infraction just like all the other big people! So keep it safe out there!
A permit is just like a license except you have to have a 21 year old in the passenger seat. This means you can drive anywhere in the U.S. you want.
