Drive by wire" throttles use a computer controlled stepper motor rather than a purely mechanical linkage (usu. metal cable attached directly to the accelerator pedal) to control the opening and closing of the throttle plate. A flashing or solid "EML" light does not explicitly mean the throttle body is bad, but this can be the case as the throttle has many heavily used moving parts (both mechanical and electrical) with great potential to wear out and fail. The "EML" system is quite complex and service typically requires a factory trained (or exceptionally skilled mechanical & electrical) technician, with access to sophistocated diagnostic tools. The "EML" system plays a major role in the control of the engine. An "EML" light will often be accompanied by very noticable vehicle driveability issues. Stalling, stumbling, low idle, extremely rough idle, and/or a lack of throttle response are all very common. Depending on the year of the vehicle, a problem with the "EML" system can be difficult to diagnose, and very expensive to repair. If the throttle is determined to be the problem, it is possible a disassembly and cleaning of the throttle motor, motor brushes and sensors can help, but this is something one would have to do on their own. Owners of earlier BMW cars may opt to retro-fit a standard mechanical linkage (cable, throttle, pedal) to their cars, but this can also be very difficult/expensive and will elminate some of the features the "EML" system provides (traction control, cruise control).
