Yes it is possible, in that there are public roads. The first time I did it was in 1983, on a bus from Flores to Belize City, through Belmopan. You may want to find out from your embassy/consulate how safe those roads are (from thieves, hijackers, kidnappers, etc.) before you get on them. The most basic precaution in this part of the world is to only drive during the daytime and during "peak" hours when there is most traffic.
