Yes, You can. There is absolutely nothing wrong with Corn Starch. Essentially any starch works when dusting mochi, including Corn Starch, since it's safe to eat raw. (Technically) Since the only reason mochi is dusted is to make it less sticky, using a different sort of starch than the one recommended in a recipe won't ruin the mochi.
