Yes, you can. I know a few people with birthmarks in their hair. One friend has blonde hair and has a patch of dark brown hair, the other has dark blonde hair with a patch of grey. And I have a really small patch of hair that grows coarse black hair, I have dark brown hair and this patch is much thicker than the rest of my hair. Think it's pretty cool though. It grows insanely fast too.

I'm assuming that you mean you have a white streak in your hair? If this is the case, my friend had a white streak in her hair, which she called her birthmark. She dyed hers, but it faded very quickly --to the point where she quit dyeing it. Now, when she dyed her hair blonde, she did highlights and lowlights, which covered it really well and helped it blend. But yes, if you have a birthmark on your hair, it just means that your hair has no pigmentation. It'll take dye. For my friend, it just didn't last very long. This may vary, though.
