Yes - there's no danger in smoking on board an airplane, passengers in the early days of commercial aviation were allowed to smoke. The disadvantage being that some air is recirculated, and those non-smoking passengers would be exposed to second-hand smoke. Today that would be totally unacceptable and thus, smoking is prohibited on board aircraft.
