If you're asking if they are edible than yes. But it is ill advised to eat them because they don't have an appealing taste or texture, not to mention the fact that they can tear up your insides pretty good (non-lethal but it'll hurt) if not chewed completley or ground up.
In Thailand there is a dish called kung ten ("dancing shrimp") in which a spicy sauce is poured over tiny, translucent, live shrimp, which are then eaten directly, raw and whole. They resemble grass shrimp, but it is possible that they are just immature regular shrimp.

Ghost shrimp are edible but there is really nothing to them to eat. Their insides are very gooey and they do not cook up very well.
