It means it's not always a good idea to do or believe what a lot of people do or believe, because a lot of people can be wrong about something.
ANSWER: Wise men have taken the time to gain knowledge, a fool trusts public opinion and it's appeal to authority. When starting a new business ask people how to go about starting your business. For example, let's say you want to open a book store. Many people will tell you the first thing you want to do is get a license from the city. Some will even "know" that before you can get your license you "need" to go get a tax I.D. number from the I.R.S., but why? What about selling books would require a license. Are selling books ill legal? Do they some how pose some kind of public harm that would compel the license to regulate the selling of books? When getting married at some point you will be "advised" even "commanded" to get a marriage license. Why? Is it ill legal to get married? Is a marriage not recognized by the state less valid than a state granted marriage? The Department of Motor Vehicles insists that driving is privilege and not a right and a ridiculous amount of people seem to agree with this, but if it's true then what does this do to the Declaration of Independence's assertion that all people have the right to life, liberty and the pursuit of happiness? Wise men are free to make their own decisions, fools are slaves to public opinion.
