NO. I am not sure about quails, but for your cockatiel, you need to feed him a good quality cockatiel, or small hookbill, feed. For a good balanced diet, I highly recommend feeding various fruits and vegetables as well. Millet is a TREAT, so try to only give it about once or twice a week. :)

Depends on the ingredients. Compare the ingredients and look at the difference. If they are the same, it should be okay. If in doubt, stick to cockatiel food because it's called cockatiel food for a reason.

Yes, but don' feed cucumber often. Since cucumbers are mostly made of water, there are hardly nutrients in them for your bird. If you only feed cucumbers every day for their fruit/vegetable, they will have a vitamin deficiency. My suggestion is to stick with feeding your cockatiel dark green and bright orange fruits and vegetables. :)

Before they have been weaned, cockatiels can eat wheat-bix and other soft foods. After they are weaned, cockatiels can eat anything that adult cockatiels eat. Cockatiels love lettuce! (Not too much - it acts as a laxative in large amounts). Your cockatiel will also enjoy carrot and brocolli. DO NOT FEED YOUR COCKATIEL AVOCADO OR TOMATO!
