If the grass is brown right now, you would not want to apply fertilizer just yet.
If the lawn is already stressed from heat and drought conditions, fertilize with a granular fertilizers (Turf Builder, Starter Fertilizer or Turf Builder w/Winterguard) as soon as possible in early fall.
Without water in the fall, the lawn may completely die. Give the lawn at least one inch of water per week. If you are unable to water due to watering bans then wait for rain.
It is okay however, to fertilize with a granular fertilizer, so the nutrients will be available when rain does come.
