No, you can't find Zapdos in Diamond. If you want it on Diamond, you'll have to trade or migrate it. If you get it from FireRed/LeafGreen, where you can find it at the Power Plant, you'll have to migrate it in Pal Park. Then you will be able to find it in the mountain are at Pal Park. You can also get Zapdos from Platinum, where it will be roaming Sinnoh, or from HeartGold/SoulSilver at route 10.
