If the gun is chambered for 3" shells yes you can. Should state on the barrel what it has been cambered for.

It means that you have a .410 shotgun, and that the barrel has been subjected to a "proof" test. A special high pressure shell is fired during proofing that has much more energy than any shell you could buy. If the gun can safely fire that very powerful shell, it has been "proofed", and should be safe to fire with any standard shell.

You might possibly be able to get it to fire, but you should never try to fire any ammo from any gun other than what it's designed to fire or what the manufacturer says it will fire. It might damage the gun or hurt the shooter.
All Bolt action rifles work the same. When you fire you have to manually operate the Bolt to eject the shell casing and load the next shot. This must be done for each shot until the rifle is empty. In the case of Air soft there is no Shell casing, but it's the same action to load and fire.
