A cutlass from 78-88 is a g-body vehicle and a cutlass 73-77 is an A-body vehicle. I have lifted both those body types to get 26's on and there is a lot of ways to do it just depends on how much money you want to spend and how much trimming in the wheel well you are looking to do. If you are looking to avoid trimming the g-body body can get 26's on with a decent turn radius with a 7" complete kit and
g-body lift spindle. The a-body car I usually used a 7" complete kit then would do a small amount of trimming for fit mint if the customer wanted to avoid trimming I install a 3" body lift.

Yes you can fit 20" rims on you 1979 cutlass, if you wanted to you could fit 22" rims with low profile tires with the stock springs.
