Yes but it is hard you may want to take it to a welding shop because they might be able to fix it but they may not know how to so it would be easiest to get a new bicycle.

No. The most common way to tell if a frame is bent is if the roof is buckled.
You might be able to but it depends on how it is bent. Many different ways to fix it but you want to make sure that the fix does not weaken the frame, but instead strengthens it. May even be better to find a used undamaged frame. I happen to have one but I am located in NC. Not sure where you are at.

Bad bearing is one problem. A bent rim can do that. Or, of you have ever been in any situation that would cause the frame to bend; a wreck, driving into a ditch, hitting a curb too hard, all of these things can cause this. You can fix any of the above except frame damage. Once frame damage occurrs, its almost impossible to fix, unless you want to take the car apart back down to the frame, then have someone fix it.
