Can you fix winter damage to your bicycle...Rusted and salt damaged front and rear shifters and totally rusted chain. is it possible to repair the shifters with penatraiting oil or another product?

I'm surprised your shifters are made from steel and would rust. Shifters are typically aluminum. Maybe it's time to upgrade the shifters to something that wont rust so easily.
Your best bet to getting what you currently have to loosen up is to take them completely off the bike and soak them overnight in a coffee can filled with mineral spirits.

For other frames some care is recommended. Another hurdle is shifters. If you're using friction shifters you're OK, otherwise you'll ned another set of shifters/brifters too.
