Technically you cant force anyone to do anything, but if you are under 18 it is the law that you must be in school until you graduate.
There is no age limitations on going to school. If they are legally enrolled, they can attend school.

Where I live, at the age of 16 a person can choose to stay in or drop out of school. My 16 year old is hanging out with a bad person, but my mother does not help and can not force him/her to attend school. Although she cannot force him/her to attend school, she is in power to not allow him/her to use drugs. I would chose to do school though to get an education and good living or else what will you do without money? But this is not my decision, but yours.
