ok There are 2 ways of getting bulbasaur. trading from firered/leafgreen or this way is extreamly rare even rarer than missing no 1/10089697 the game will glitch up and in the wild a random Pokemon will appear. it can happen with any Pokemon. that's how i got my bulbasaur in a luxury ball on emerald. P.S. people who say they arent on the pokedex they havent got the natinol dex yet hope this helps
