It is possible, but you need the mystery gift option which can be unlocked by going to the man in jubilife tv. He will ask you about tv. First, put 'everyone happy' then put 'wi-fi connection'. The mystery gift option will now be on the main title screen. One day, there will be an option for celebi. Go to a poke mart and speak to the delivery guy next to the counter and he will give you a level 50 celebi. ;)
